Highlighting the growing funding discrepancy between Programs of All-Inclusive Care for the Elderly (PACE) and the managed care organizations that support managed long term services and supports provided the foundation for the Association's request for additional Medicaid funding this week before the State Senate and Assembly Budget Committees. Sandy Festa, executive director, AtlantiCare LIFE Connection, represented the State's PACE organizations. Growing and sustaining PACE depends on appropriate Medicaid capitation rates. The increases in the last several years to PACE capitation rates have hovered just below 2 percent which hasn't even covered the rate of inflation while other health care service providers have received much heftier Medicaid funding increases.
